Specialist Training Program (STP)

The Specialist Training Program (STP) is a funding initiative of the Commonwealth Department of Health (DoH) to establish and support a variety of new training posts in expanded settings.  

Aims and Objectives of the STP 

As detailed in the STP Operational Framework (Department of Health website), the following are the aims and objectives of the STP:

The aims and objectives of the STP are to:
  • enhance the capacity of the health care sector to provide high quality, appropriate training opportunities to facilitate the required educational experiences for specialists in training;
  • support quality training posts that build the overall training capacity in the system, by extending specialist training into new “expanded” healthcare settings; and
  • contribute to improving medical workforce distribution.
Outcome parameters
  1. ​Contribute to enhancing the capacity of the health care sector to train future medical specialist workforce.
  2. Contribute to increasing the capacity of specialist training being undertaken in non-traditional settings.
  3. Contribute to enhancing availability of the specialist workforce in areas of unmet community need including rural and remote locations.
  4. Ensure specialist training experience is of a high quality for participating specialist registrars. 
  5. Enhance Indigenous health outcomes through increaseing opportunities and training expreiences for Aboriginal and Torres Strait Islander people seeing to become medical specialists.

Eligibility, Expressions of Interest (EoI), and applications for funding


The following organisations are eligible to apply under an EOI to be included in the STP.  
  • Public and Private hospitals;
  • Local Health Networks and regional hospitals;
  • Private health care organisations/private health care settings;  
  • Aboriginal Community Controlled Health Services and Aboriginal Medical Services; and
  • Community health organisations.
Only posts which represent 1 FTE or a minimum of 0.5 FTE in the above settings will be eligible to lodge an EOI. 

What is not eligible for funding under the STP?
  • Post-fellowship training.
  • General Practice training.
  • Direct costs associated with accreditation of training posts.
  • Training posts funded under the STP may not be occupied by overseas trainees employed by hospitals in other countries seeking a rotation through expanded settings within Australia.
  • Training posts which are not considered to be new posts.  A position will not be considered new if it has been funded by another organisation for more than 12 months within the last three years. Additionally, a position that was funded by another organisation within the last 12 months will need to conclusively demonstrate that its funding is not ongoing.  This allows for short term funding from organisations such as charitable trusts.  In this context, positions funded by the applicant organisation or a state and territory government will not be considered new and will be ineligible for STP support.

Commonwealth Department of Health funding is a salary contribution paid to the employer of the trainee at a rate of up to $105,000 (GST exclusive) pro rata per FTE. Posts in rural locations may also be provided with rural loadings, of up to $25,000 (GST exclusive).

Private Infrastructure Clinical Supervision Funding (PICS)

In addition to establishing specialist training posts/positions, the program also provides funds for a range of support activities, including Private Infrastructure Clinical Supervision Funding (PICS). 

All private sector STP training sites can apply for this allowance of up to $30,000 per FTE per annum, pro rata, which provides support for training infrastructure and clinical supervision, subject to specific eligibility criteria.

Integrated Rural Training Pipeline (IRTP)

The Commonwealth Department of Health has an STP funding scheme spcifically for rural training; the Integrated Rural Training Pipeline (STP-IRTP). This involves the creation of 100 new training posts over 2017-2018, across participating Colleges. These new training posts target RA 2-5 areas and are designed to enable a trainee to complete the majority of their fellowship training within a rural region, with only limited metropolitan rotations where necessary.

The STP-IRTP model the College will be using is based on the Provincial Integrated Training Program. Trainees following this pathway will spend the majority of Years 1, 2 and 4 at a rural site(s) and Year 3 in a major teaching hospital.

The Department of Health has approved funding for three rurally-based training posts to date.
